New council to promote handicraft, handloom

.........BHUBANESWAR: The State Government has decided to establish Handloom and Handicrafts Development and Promotion Council with a view to achieve sustainable and comprehensive growth in these sectors.A proposal in this regard was approved at the meeting of the State Cabinet presided by Chief Minister Naveen Patnaik on Thursday. The council will function under the administrative control of the Handlooms, Textiles and Handicrafts department and its headquarters will be located in the Capital City. A provision of `20 crore will be made for the council for the current financial year. One of the objectives of the council will be to assess the impact of various schemes and programmes being implemented for weavers and artisans and advise the Government for framing policies for the handloom and handicraft sectors, Chief Secretary AP Padhi told mediapersons.The Chief Secretary said the council will suggest long term as well as short term measures for development of the weavers and artisans by optimal utilisation of available resources and leveraging other public and private resources. Besides taking steps for improving the livelihood of the families of weavers and artisans of the State, the council will undertake promotional activities such as exhibitions, fairs and conferences to facilitate sale of handloom and handicraft items on a large scale and improving the market linkages with special focus on exports. The council will also guide the Government for conducting periodical socio-economic census and maintaining database of weavers and artisans of the State. The Cabinet approved proposals for restructuring of the Odisha Administrative Service (OAS), Odisha Finance Service (OFS) cadres and create Odisha Transport Service cadre for the general service officers working under the Transport department. The Chief Secretary said the cadre strength of OAS will increase from 1,558 to 1,711. The number of special secretaries in OAS cadre will go up from 12 to 25 while OAS (superior administrative grade) officers will increase from 82 to 125. While the number of OAS (supertime scale) officers will increase from 168 to 235, the strength of OAS-A (Senior Branch) officers will go up from 300 to 330. However, the number of OAS Group-A (JB) will remain the same at 996. The OFS cadre strength will also increase from 727 to 800. The Chief Secretary said in the restructuring of Odisha Transport Engineering Service (OTES) and Odisha Subordinate Transport Engineering Service (OSTES), the post of inspector of motor vehicles (IMVs) has been upgraded from Group-B to Group A (junior branch). The OSTES will now consist of junior MVIs and assistant MVIs. A new cadre, Odisha Transfer Service, has been created for general service officers like assistant RTOs, additional RTOs and RTOs. The post of RTO has also been upgraded to Group-A (senior branch) from Group-A (junior branch). The Cabinet approved the Odisha Fire Prevention and Fire Safety Rules, 2017 in which the fire service has been authorised to organise an auxiliary fire fighting force, if necessary and requisition the services of voluntary organisations and Government departments like health, work, municipality and revenue during operations. The rules are divided into 22 sections relating to duties and accountability of the fire service, responsibility of owners of commercial and highrise residential complexes and enforcement powers conferred on the fire service.
